Help please!!!!

Alright, i live in the crappy state of illinois where an emissions test is required every 2 years and now i have to take mine by the end of march or the state will suspend my license but i just recently put a turbo kit on with a custom down pipe/straight pipe and aside from that my check engine light is on because my "o2 heater cirucuit" is malfunctioning. i know i cant even take the test if my check engine light is on and i know it's illegal to not hat a cat. but my friend is telling me that my stock set up won't fit now and i have no idea how to fix a broken o2 heater circuit.
PLEASE HELP ME!!!!!

you didnt check if the turbo kit would make it carb exempt in illinois before you installed it... in illinois... lol
