Obd-ii

Does anyone know where the OBD-II connector is on a 96 Passat GLX? It's supposed to be within about 1 foot of the steering column, but I can't find it...

Just to the right of and slightly lower than the instrument cluster there is a panel approximately 1.5" tall and 6" long that pops off.
