controlling body sway

I have a 99 4Runner, Limited.

Three issues: body lean, understeer and side winds.

Any hints at resolving this. A heavier sway bar up front might help sway
and side winds but may produce more understeer. Adding a sway bar on
the rear may help that.

All hints and opinions appreciated, including places to acquire whatever
would work.
