Hey on gamewinners.com it says after 2000a-spec points you unlock the paintshop is this true

I have over 8,000 a-spec paints- I see no paint shop.

i've got 4000 somthin points, no paintshop unless they really hid it, this is also a repost, the other thread is probably like a couple threads down on this same page.
