Turn Signals Out, Need Advice

Hey guys, I'll looking to buy a 97' Wrangler from a small dealer. Everything looks good, but the turn signals dont work at all. The dealer said it was just a burnt out bulb, but I dont think so. I've heard of a burnt bulb screwing up the system, but neither turn signals go on, and the hazards do not respond. The Brights go on and off fine, but when the turn signal arm is in the normal position the right turn signal light on the dash is on solid, but nothing outside blinks. If you put the arm in the right turn signal position then nothing comes on in the dash. Most of the other lights on the dash are ok, the dumby light goes on to tell you when to shift, but the 4x4 lights don't come on . I'm almost positve that it is in 4 wheel drive, because I engage it and turn real sharp and it feels like its tripping over itself, thats the only way I know how to check the 4x4 system without going off road. Is that 4x4 light a common problem or should I be real careful there to? Now it looks like the previous owner had fog lights installed because there are 2 switches mounted under the radio. and there is a wire going up the roll bar as if there was a sound bar there. So do you think that this is a wiring problem somewhere or is the turn signal assembly bad? Should I make the dealer fix it or should I offer a couple hunderd bucks less and just fix it myself. I can handle almost anything on vechiles but I dont want to crack this baby open and find a crapfeast of a wiring problem. Thanks for any advice on the turn signal and 4x4 problems.
