speed compensating volume control

Your Montana is equiped with speed compensating volume control. The button marked spv in the middle of the radio will control this. It has low, medium, and high settings; apperently for when you have the windows down I suspect. It also has an off setting if it drives you nuts. Don't worry, your radio is perfectly fine.
