91 Jetta GLI power window problem

I have a 91 jetta gli and it has been raining like hell here in LA. My car filled with water and it has been a mess. I got in it the other day and the back window would not go down and then a minute later all of the windows stoped working. I think it may just be a power window relay, do you know i would find that. I looked at the fuse box and all of the fuses are good but i bet it is one of thoses relays above the fuse box. Any help would be great.
