17'' on 99 passat

I own a '99 passat. The standard wheel size is 15'' with the option of 16s. Will 17'' wheels fit without altering anything else? Starting in 2000 I believe passat had the option of r 17''. What changed?

Specifically, I wanted to put the VW "santa monica" wheels on my car if it will work

Thanks

17s will be no problem - most of the 17 inch wheels will be either 7.5 or 8 wide so no worries at all. You can fit 18s without much issue as well depending upon how much of a drop you have in the suspension. 19s and up are trickier - if you're dropped, you'll need to roll the fenders. Here's mine on 17x8 Alessios.
