power to everything except starter 95 Taurus

I have a problem... When turning the key I have power to everything except the starter. Dealer said I should replace starter so I did. However the problem still occurs. New battery, new starter. Dealer looked at the problem and suggested it may be a sensor on the transmission??? However they were not certain. The car started in the garage and they could not find a problem. 2 days later same problem. This seems to be one for the books. Any help would be great.

New question. Where is the starter relay??? There is power at the starter when checked just not coming from turning the ignition key.

HELP !!!

It could be the "PARK" switch. With your foot on the brake and the key forward, try putting the tranny in "N"....hit the starter...does anything happen? Does it crank?

Where's the solenoid on this car? Is it part of the starter? Somewhere on the firewall? Follow the big wire from the starter and see where it goes.
Just a couple of things to look at.
