Electrical issue cause?

My 98 A4 2.8 Q began having electrical issues suddenly the other day. The windshield wipers, washer fluid pump, headlights, rear defog, fog lights, rear fog light, turn signals, and heating fan all ceased working. I can get the high beams on by pulling on the stalk but not by pushing it forward. The hazards work as well. I checked all the fuses and they are fine. What else may be causing this and what can I do to fix it?
