starting problem

97 TJ 2.5 5sp turn key get all lights and noise at fuse box under hood but nothing from starter battery is fine

Check to see if you have voltage @ the starter when the key is turned to the start position. If so, starter or starter relay problem.

found that problem is coming from under dash jiggeled wires and now starts fine?????
