Angry 1999 Accent rust freckles

Well today I was checking my cars tire pressures, and i noticed on both rear quarter panels about a inch or two above the bumper and wheel well specks of rust are coming through the paint...
ive always looked after her, wax etc...
i counted at least 8 specks on passenger side, drivers side was only 2 or 3..
its not dirt, i tried to get it off.
run my fingernail over, yup its pitted.
any ideas how i can easily halt the process?
so disappointed that rust is showing up every where now.
A while ago i found some on inside of drivers door

I have seen certain spray ons that harden the rust to stop it
