need help! short or ecm problem?

just picked up this car, runs great but when starting electric lock clicking, up and down, lights in dash flash and clicking noise under dash?
this lasts about 1 or 2 minutes then it stops. hooked up to OBD 2, no error codes! does it when car sits a while, when hot it ok. oh its a 1998 corolla w/ 1.8 automatic.

car also has high voltage output 15v, when starting car next day turns over slow. come on people need some help!
