Exclamation 95 Chevrolet Z71 heater blower problem

I have looked at every post here for this problem and so far cannot find the solution. The blower only works on high and will not blow out the vents. Blows fine in the floor and thru the defroster but only on high. I could see the actuater motor working so I don't think that's the problem. I have already replaced the blower relay switch and the ac control panel. Is there possibly two relay switches??? This problem is making me crazy.

To me, it sounds like you have two problems. The first is the circuitry that controls the blower motor and the second has to do with the system that controls where air is directed. Did they start at the same time? If so, I would first fix the blower motor and hopefully that fixes your other problem as well.

For the first, there should be a resistor block that controls the current reaching the blower motor. My Haynes electrical manual says to check the block for continuity at all terminals (on most cars) or remove it to visually check.

The next test is to jumper the switch from the switch terminal w/ voltage to each of the terminals that carry voltage to the the resistor block. If the jumpered switch works, then the switch is bad. If it still doesn't work on speeds other than hi, check the wiring between the switch and the resistor block for opens and shorts.

As for the two relays question, I have a 68 that does have two relays. They are located right next to each other. Don't know about your vehicle though.

No idea on how your car controls where air flow goes. My 68 uses a vacuum system to open and close different vents. Good luck.
