Dodge Ramp Van

This is new to me so please bear with me. I have a 1999 Dodge handicapped ramp van. Have only it a few months. This car has started by itself twice now without the keys in it. It does not have a remote start but does have a remote for the ramp. The dodge people say they can not figure it out. The car was in a flood once and the title is reconditioned which I was always aware of. It seems in perfect shape in every way except this and has about 29000 miles on it. This is scary and dangerous I think. Has anyone every heard of anything like this?
