It's important you tell us what kind of putty it is to get a supporting answer, but I'd allways recommend trying to use water and try to rub it off.

If it's solvent based you're probably going to have to sand it off, if it is a two part polyester you might get lucky and be able to carefully pry most of it off. Sometimes flexing the part can cause the putty to crack and make it easier to remove too... - Mark
