Can't get fog light out to replace, any suggestions?

I was trying to get the fog light out so I could replace it. Of course, during winter it burns out. I have an 2003 4Runner and am having one heck of a time getting this stupid light out. I was turning it towards the ground like I did the on the other side but it just wasn't budging. Any suggestions on how to get moving? Will heating it with a hair dryer for a couple of secornds help? How about WD40? It is plastic so I am unsure if WD40 will work. I tried a rubber grip and turned it down but no go.
