Noise from my 3rd gens rear driver side

I've had my 89 3rd gen SI, (2WS) for a little under a week now. Its got just over 200kmi on it, but a bunch of new parts so its running good.
I've got a few problems with it though, one of my front brakes is locked up, but I'm having that taken care of when I get it inspected

The other problem I have I can't pinpoint. The 1st time I took it out driving, I heard this kind of almost electronic buzzing/humming sound from the rear left of my car. I shifted in neutral and stopped , put it back in gear, drove off and it was gone.
Just today though, while climbing a hill I heard it again, its fairly loud, almost like someone was beeping their horn at me. Same thing, I stop, go and its gone. I havent heard any other noises from the wheel otherwise, and only when I come to a complete stop did the sound stop, fading out with the speed
The first time it happened I was climbing a much more gradual hill than the 2nd time, but with the same result.
These are not the only hills ive driven up.
The last owner also lived on a steep hill.

Any help is much appreciated. Need any more info let me know

You didn't happen to turn on the radio right before you heard the noise? Do third gens have electric antennas? The noise from the electric antenna on my 4th gen freaked me out when I first heard it - I didn't know what it was. Then I figured it out - lol.

3rd gen preludes do have power antenas. Good call man. Otherwise I bat its that locked break making noise.

nope, its definatly not the radio.
But the funny thing is my front brake was locked up, but that one didnt make any noise.
Or, im hearing things wrong, and its coming from the front. Because my front brake was spewing smoke after i was done driving it that first time, which was about 10 minutes after the sound occured.

Once i get the brakes taken care of, ill follow up, and see if I get the problem again.
If anyone knows the problem to be something else tho, please let me know
