no power

Hi I have a corrola 96 with power locks/windows. when I try to start the car nothing works. The engine doesn't turn(no clicking sound either), the lights don't work, the horn doesn't work, neither do the locks or windows. I checked the battery contacts, and they seem good. I took the battery to a mechanic and he tested it. Said it was good. It shows about 12.7V almost always. When I try to crank the engine it starts dropping to around 11 but the engine doesnt turn.
If I wiggle the key in the ignition, the radio sporatically comes on and off. But thats about it. Nothing else works. I checked the fuses, and didn't find any blown. I do get the warning noise when you put the key into the ignition and have the headlights switch in the on position. the headlights don't come on though. Could it be the ignition wiring harness at the steering wheel?
Any help would be apprecieated.

I had the same problem with my 91 Civic. Almost exactly how you describe your problem. My issue was with the wiring harness and the Ignition key tumbler.

So did you take the wiring harness apart and troubleshoot?
What was the end result. You needed new ignition switch?
or wiring harness? or where there bad connections?

something with the wiring harness was fried so my uncle replaced it for me. the ignition key tumbler was replaced for a different reason (after the wiring harness was fixed, my uncle was trying to start my car with the wrong key so he thought it was broke LOL).

One other thing. The horn, which usually works without the key in the ignition, now doesn't work.
could I eliminate the ignition switch based on the fact that horne doesn't work?
I'll look for stuff that is fried in the wiring harness within the steering colum. Or test with the probe light.
