Won't start

My van turns over but won't start. The fuel pump doesn't seem to be turning on when the ignition is turned on. The fuel pump was replaced last summer and the car has a bout 130,000 miles on it. What controls the fuel pump? Problem was intermittent and only first thing in AM at first.

Well, new parts do go bad. I found the ground wire loose and corroded on my van. The connections to the pump are at the front of the tank, on top, but accessable. The ground wire is a (say # 10) bolt on a frame member. If it's loose, clean, grease and tighten.
Also, you can check for power. I'm told the pump draws about 9 amps, so if you can run a headlamp from the wires, you should have enough to run the pump. Sorry, I don't know which wire will be the supply wire.
