Unhappy Having probs with Philips HID Xenon kit! HELP!

I recently purchased a set of JDM housing headlights for my 94 Accord and it came pre-installed with a Philips D2S/D2R Xenon kit, including bulbs and ballasts (sounds sweet right?) Problem is, when I hook everything up, the HID's won't fire up. The high-beams work fine (they are halogens), but I get nothing from the Xenon's. I suspect that either the bulbs are burned out (doubtful, because xenon bulbs are supposed to last a very long time, and BOTH sides are out), or I'm missing a key component of the HID system. FYI, here's what was included when I received the headlamps: L and R housings, a pair of Philips D2S/D2R ballasts, and a pair of Philips 6000k bulbs. I disconnected the stock headlight and hooked up the stock 9006 wire harness to the input in the ballast and ensured that the xenon bulb was properly connected to the output side of the ballast, but when I started up my car and switched on, I got nothing at all. Can somebody help me or at least point me in the right direction??? I don't know too much about Xenon kits so please enlighten me! THANKS!

Maybe your wiring is wrong? When you turn on the lights, do you hear anything? HIDs normally make noises when they first warm up.
