I have had a similar experience with my 94 also (manual Trans). It usually occurs until the engine engine is warmed up then goes away. It could be the temp sensor.

the problem may be a vacume leak somewhere, or maybe the idle sensor under the throttle body is dirty or loose......for sure its gotta be a vacume leak somewhere.....check it out

I also vote for the vacuum leak.
When I installed the built NA engine in my SE-R it did some wild hunting for idle. It was a huge vacuum leak. What happens in that case is the ECU is reading sensors that give it conflicting information so it searches for a smooth idle and of course, never finds one.

Try unplugging/replugging your mass airflow sensor. Then give your egr hose a couple of good wacks. My car does this like once a year and this seems to fix the problem. It may be worth a try before you shell out a couple of hundred bucks.
