head light problem

got a 96 cherokee-country. Having problem with the high beam lights. Low beams work normal, when I flip the stick (switch) to put on high beams, the lows go off and high beams dont come on. The indicator on dash show blue high beam light. All other lights working properly. Both head lights have been replaced. Any ideas ????
