You are probably making the same mistake many of us make the first time. The box next to the engine is not the air filter box. It is a noise baffle and it does not open. The airfilter box is further upstream and lower down.

I just replaced the air filter on my 97 caravan 3.0L. According to the Hayes Manual it is the same. You have to remove the Box that is attached at the top before you can get to air filter housing. There are Two clamps that need to be unscrewed. On my van the horn partailly blocked access to one of the clamps and I had to use a flexable drill attachment with a #10mm socket on it (make sure it socket does not fall of and into the cooling fan - like me). After you loosen both clamps you can remove the "Air Baffle". Once you have done that you can access the filter. Don't bother tyring to get it from underneath, it will not work.
