91 civic dx starting problems

Me and my buddy has just recently put a new 1.5 motor in his car. We went to start it and it wouldnt start. It would crank but not turn over. we checked spark and its gettin spark, we checked fuel and its not getting fuel. We pulled out the fuel pump and checked it and it works fine. We checked the main relay and its workin also. The motor that was in it would run but just smoked like hell, so we got a new one. We only replace the head and block and kept everything thing else. We double checked all the wiring and everything seems plugged in. When we turn the key on the fuel pump doesnt pump any fuel. We then hotwired the pump so we can get fuel to see if it would start. It didnt start. Is there something that controls the pump and injectors that we might have missed. Please help this car is becomin a nightmare.

if it wont turn over at all than you might have forgot to hook up the little signal wire to the starter. if it is cranking make shure all your grounds have a good connection
