1999 Contour Lights / electrical problem

I have no licence plate lights, instrament cluster, or heater control lights. Checked all fuses in secondary & primary fuse box's, replaced head light switch, dimmer switch, & the instrament cluster, still not working. I was told the problem might be in the turn signal switch. all other functions of these items work fine, I just dont have lights. Can some body please help me? carman2005 Thanks
