Wipers

I just got a 84 deville and the wipers don't shut off either. If I turn the wiper swtich off, turn off the engine and restart they will stay off. Not sure it its in the switch or wiper motor.

All those full size B-body RWD cars shared the same wiper motor design and they all have the same problem.
The electronic controller (attached to the wiper motor) has a solenoid that is susceptable to wear. The electrical contact will end up sticking on even when the soliniod is no longer energised. Only when the power going through the switch is cut off (when you switch off the ignition) san the switch actually be released.

Get a new wiper motor.
