96 4runner headlight problem

On my 96 4runner when i turn off my car and put the headlights into the off position my headlights stay on. The only way I can get them to go off is if I pull the fuse. Can anyone help??

In 1992 Toyota applies 12v to both high and low beam filaments through a common relay then "grounds" the other side of the filaments with the headlight switch on the steering column.
So if there is a short between the headlights and the switch then the lights will stay on.
Question? Do both hi and low beams have the same problem? Once you get them off will the remain off when the fuse is replaced?
If the 96 is wired the same, best guess is the switch on the column, there is a splice connector under the dash if the lights go out when it separated then it's probably not a "shorted" wire.
