For 16 days, my car fell into the wrong hands.. now all i see is rust!!

Could someone please explain to me how it is that the interior bolts (like the ones in my trunk, around my doors and hinges but, more importantly the ones, that bolt my front seats to the floor of my car) are all of a sudden covered in rust? 6 months ago they were fine, i know this because 6 months ago my car fell into the wrong hands thanks to my insurer and my local Chrysler 5* Service Department for the last 7 years- and because of what occured during that 16 days of hell when i was getting the run around i have over 300 photos to prove that there wasn't a spot of rust in any of the shots. Furthermore, since then i've driven less than 800 kms (to various repair facilities and adjusters only) and she's been parked in my locked and heated garage. Oh yeah, and i haven't ever missed a scheduled oil change/service/maintenance appointment ever and i've never had a warranty claim untill the day after that fateful 16 days where my car was in hell...i've never even driven in winter conditions, i put less than 8000 km's a year, handwash and polish weekly (and park over a water sprinkler to clean the under carriage of all rust related combatants), detail the car once a year, have never been in an car accident of any sort (i haven't even gotten a ticket yet) and i had my car painted 2 years ago by a Chrysler Service Paint Tech who did an amazing job while taking measures to avoid any future rust while tending the paint at the same time?

I SURE WOULD APPRECIATE IT IF ANYONE COULD SUGGEST:

-HOW THIS COULD HAVE HAPPENED?
-WHAT DO I DO TO CORRECT IT AND STOP IT FROM SPREADING?
-WHO DO I BLAME?

Your bio says you live in Vancouver, which has a pretty damp climate.
Parking your car in a heated garage may not be the best thing to do. Garages, especially in Vancouver are going to be damp and humid. This humidity is only made worse be the fact it is heated.
The worst garages are those that are heated and underground and have other cars being driven in and out daily. They arrive in the garage often soaking we from rain and snow. The heated air dries them off but puts a lot of moisture in the air.
Moisture is your enemy.

Rust is the oxidising of ferrous metals, as you know. It requires oxygen from the air. Moisture can act as a catalyst to accelerate rusting.
Unlike the painted surface on your car, bolts often are zinc or cadmium plated, or not plated at all; either way, there is a there is less of a barrier layer to keep oxygen from contacting the metal.

So, existing rust could be buffed off with a brass bristle brush, then I would suggest coating the bolts with some WD40.
Next, find a drier location to store your car. Unheated is often better, or further away from other cars. If the storage is right on the coast, try to find a spot a bit inland. .
Remember that the worst place in the US (at least) for car rust is.......Hawaii , which is not too different from the coastal areas of BC.

Finally, leave the windows open just a crack, to get a bit of air circulation inside.
