For all the mods you listed, Paint Shop Pro 5.0. Most special effects in PSP 5 also, and a few special effects using Photoshop 6.0.

I just got adobe photoshop 6.0 and i need some tips on how to modify cars with it. Right now i cant even figure out how to lower or change the color of the car.
