Windows fogging up

I have a 1999 malibu and recently when it rains or is sold, my windows fog up so bad that the defroster does not seem to be able to fix the problem. It seems like it is blowing out fog. What could be the problem?

assuming the air is warm and coming out the defroster vents and does not smell of antifreeze.
I would wash the inside of the windows.

Is your recirculate button on? If it is it will make your windows fog up. On my 2001 malibu a piece of the door that controls the recirculate/fresh air selection broke making it so the car was stuck in recirculate mode all the time. Windows were very foggy with no outside air getting in. by the way you can tell if your car is getting fresh air by turning your heater on high and then putting your hand just below the windshield wipers on the outside of the car, the part with black slots in it. You should feel air sucking in between your fingers. Hope this helps.
