Question Cold Weather Fuel Problem

My '99 ZX2 (manual, no modifications) won't start when the outside temperature is less than 50 degrees. The engine turns, but no fuel goes through. A diagnostic returned a code for the fuel temperature sensor, but no sensor of this type could be located where the Chilton's book indicated. A fuel pressure sensor and a relay have already been replaced. I don't want to spend a thousand dollars at a Ford dealership because I'm pretty sure the problem is relatively minor. However, I can't seem to find anyone that knows what to do here. I had it in a shop for a week and they sent it home for no charge because they couldn't figure it out. Any help would be appreciated.
