92 SOHC Protege no start got spark got fuel

Ok I am stumped. Its got good spark. Its got 60+ PSI of fuel to the rail. Its got 160+ PSI on all cyliders. Timing belt is fine and not jumped, timing is perfect. I tested the Mass Air Meter and it was good. It seems to be fouling out the plugs and it wont start .... I just can figure it out!

your help would be much appreciated

Sounds like everything but your battery is fine. A lot of people are having problems similar to yours, and I tell them that it's the battery. You could also be leaking oil into the spark plug sockets. If it's not either of these, then I'm stumped.
