melted on/off cruise control switch

About a year ago I came back to my explorer and found that part of the on/off cruise control panel buttons on my steering wheel had melted. I thought it was unusual but dealer said it was the heat from the Florida sun - it had been in sun on a hot day.

Cruise control still works even though I can see "transitors"" through a hole in the on/off buttons.

Might this be related to the current recall?

Thanks
