89 Century Rotors Stuck

Hi, I'm trying to replace my rotors but having trouble. I have the caliper off, the axle nut and washer off but rotor wont budge. Is it just rusted on? Any tips appreciated.

Now fixed

Got er dun. Used some not so gente persuasion with a BFH and some WD40. Thanks!
