Keyless entry program, how to

Is there a way to program the new Keyless Entry remote control I just received?
The dealers are claiming a charge of $40.00

for the best of my knowage, a Tech2 scantool is needed to program all 2000+ saturns. the Tech2 is a special GM/Saturn scantool and has access to parts of the PCM that other scantools don't, with the possable exception of a Snap-on scanner, that costs just as much (both around $2000). call around to other GM/Saturn dealerships in your area, if you are lucky you may find one that will do the job for free.
