Question '97 Trans Sport--No power to fuel pump

I have a problem with this van I'm having a tough time figuring out. It ran out of fuel at the gas station, was filled up and wouldn't restart. I got it in the garage, and the fuel pump wasn't pumping fuel. I figured it had overheated, and replaced it. It was still not pumping fuel, so I tested the power to the fuel pump harness. Nothing but 4 volts steady to any of the 4 wires (must be the fuel level sending unit). I replaced the fuel pump fuse and relay. Still nothing. Am I on the right track, or could it be the computer? It starts and runs fine when you wire in the fuel pump direct. It's getting expensive!!
