2000 suburban horn not working. HELP

I have changed the horn fues and installed new high and low horn, but still no sound. Any how to suggestions

does the relay work? You should hear a clicking sound if it is.

I have a 2001 with same problem. No power at fuse, swapped relay. Horn works when alarm goes off. Scared to pry off steering wheel horn pad due to air bag.

My 96 suburban ignition switch simply locked and will not unlock. I trying to remove horn pad also but am unsure what is holding it on. I removed the bottom half of shroud but can't get top off with out removing steering wheel. I removed the two torquex screws in back of steering wheel and am afraid of setting off air bag. anyone know the secret of removing the air bag horn pad?
