1995 Astro Not Starting in Cold

Every time the temperature on my 1995 Chevy Astro is +10F or colder it does not start. The battery roles over strongly but engine doesn't catch. Does anybody know what this could be? If not, can you tell me how to get into the housing from within the van?

I don't have the answer for the "no start".
As for the interior engine cover, aside from the two latches visible inside, there are two large hex head screws under the hood to be unfastened. They are high in the engine compartment, to the left and right. They are easier to spot with a flashlight. I use a large, and long screw driver to back them out. Find the black gasket between the engine cover and firewall with the flashlight and track it left and right, you'll find the screws.
