Sounds like a relay is sticking.
Your relays are found under a rain guard on the engine firewall. The relay of interest will have wiring from it to a blower resistor unit on the blower box to the blower motor.

Wink Park Avenue Blower Won't Shut Off

Thank you for a quick response Yogi! Will check this out over the weekend and hope for the best on the investigation of this potentially sticky relay... It that is indeed the problem, that is the best case scenario... Better than replacing the entire module... Thanks again! Mimi

the problem is the blower control module or blower resistor as some call it. known by both names. just replaced mine on 93 pa. $126.00 including tax at Advance auto parts. It's under relays and fuses under rain cover next to firewall under hood. 3 small screws

Thanks LongJohn for the response - in the last week, out of two options of potential problem (i.e. a sticky relay or the blower module), we did indeed replace the blower module. For 4 days it ran beautifully and according to plan - however, it again started up with the same problem again... It turns out the blower motor was bad and was causing the module to go bad - had to then replace both the blower motor and control module - thank God it was a warranty job on the first module... Yikes! Will let you know if the problem surfaces again... God forbid! I'll then be the one with the crying eyes... Is there a icon for that?! Mimi

I had the same problem with my 1991 Buick PA. I replaced both the controller with the buttons and the HVAC Programmer but the problem of the blower running continued. Turned out to be the Blower Control Module. I bought one at a junkyard for $40. (The dealer wanted $150). That was the problem. If you are looking for a replacement and you look at the module you will see an AC Delco #16061602, however, that part is no longer made. The replacement AC Delco part is #12484912.
