Golf electrical mystery

When the car is off, the taillights, side and corner lights (all on one fuse for each side), as well as the dash lights and lisence-plate light all stay ON unless fuses are pulled. When car is on the daytime running lights no longer work and the light switch now functions like a light switch (not the case with DRL). I tried pulling relays, no dice. My only other suspect is a faulty switch, but I would rather not buy a new one until I get some advice. I am stumped. Help.

It sounds like a bad switch, unplug it & see if they go out.
