Question Electric 4x4

I bought a 1991 explorer with electric 4x4 i can engage 4x4 high but the low range does not engage does anyone know the problem?...Also my cruise control does not work can anyone fix this either?

Does the brake pressure switch on the end of the master cylinder have fluid leaking through it? Either of these can cause both symptoms as to enter 4X4 low you have to have your foot on the brake, and of course cruise won't activate with your foot on the brake. Both use that pressure switch as an input and they are bad about leaking fluid and shorting. If it is leaking, it just screws in and out, you don't even have to bleed the system. Check it out, it's worth the two minutes to look. Also, they have been linked to fires on Expeditions, so it's doubly worth checking into.
