2000 Malibu belt shred Crank pulley?

Need help I have a 2000 malibu, The belt shredded. When I try to put on the new one it just gets thrown off. The diagram was followed every time and it just falls off? I did notice the crank shaft pulley was off by about 1 inch.(towards pass. tire) this Iam assuming is the culprit. But this raises a new problem. I do not know why this pulley is now out of alignment. I have a puller/installer do I just press it back on or is something else wrong? Need fast serious help. BY the way there are no visble signs of leakage.
