Fuse box on 99 Cougar
I am also Trying to access the Cougar 99 passenger fuse box, I can't figure out how to get to it.

You probably cant get to it, because there is no fuse panel on the passenger side of the car.
 Both fuse boxes are located on the drivers side of the car. One is located underneath the drivers side footwell and the other is located behind the drivers side headlight in the power distribution box underneath the hood.
