turn signals don't work

HI, The other day I went to pick up a trailer at the rental shop.
After I hooked it up my turn signals quit working.
I've checked all the fuses, and they seem to be fine.
My four ways flash, but the turn signals don't.
I even put a new switch in and that didn't help.
I'm not getting power to the fuse panel under the hood.
I have power at the fuse panel in the truck.
It's a 99 3/4 ton new body style.
HELP........could it be a ground?
