2001 grand am

I have a 2001 Grand Am that won't start. The injectors are not pulsing. I suspect that it's because of the Passlock. When I turn The key to the on position, the security light keeps flashing. I'm not sure whether this light should come on momentarily and then go off, or is this normal for it to remain flashing until the car starts.
