fuel pump pressure

What would cause the fuel pump to push 40 psi instead of 58-64psi 94 blazer 4.3 cpi

Bad fuel pump, high resistance on electrical connections to pump, restriction in fuel lines (possible clogged fuel filter), or bad fuel pressure regulator.

Most likely though the pump is plum worn out though..

Or insufficient current and voltage from the battery.
