1996 Caravan running cold.

My 1996 Caravan warms up fine while idling but gets significantly colder while driving. The temp needle goes almost to the bottom.
It warms up a little on the highway, but gets cold when in stop and go traffic.

I live in North Dakota and it would be nice to have heat.

Sounds like a bad thermostat. Cheap part to replace.

I agree with Yogi. Sounds like your thermostat is stuck in the open position.
