Trouble Steering and Shifting

My 97 Ford Escort seems difficult to turn and difficult to shift. 99K

I'm wondering what this might be and if the weather (-11) has any role in this?

Any help?

Other than the obvious effects of cold weather operation, have you checked to see if you have ice/snow build-up under your car?

I'd say it's the cold. It only gets to about 13* here, and I can feel a dramatic difference in my car (99 LX), until it warms up. Try thinner fluid till the temps go back up, then DONT FORGET to change it back out.
