Lights don't work

The regular lights don't work on my Land Rover Defender (1994).

The switch is good, the bulbs are good, but the regular lights are not receiving any current. High beams work and all the other lights work. I was told that the black relay in the cabin (the one all the way on the left) was for the lights, but all the lights still work with all the relays in the cabin taken out.

Another thing worth mentioning is - none of the lights work when the regular light switch is in the on position. The high beams only work when the high beam switch is held towards the steering wheel, not when the high beam switch is pushed away from the steering wheel in the perminately on position (hope that made sense).

Where could the problem be? If it's the relay does anyone know where it is or could be?

check the fuses, see if the switch is receiving power, thats all i can say without a wiring diagram

The relay was one of the ones in the cabin. The problem was that two similar relays were both bad. So when I switched them it didn't change anything.

I took a similar relay out of my Audi and put it in the Defender and the lights came on. I was going to reply to this, saying that I solved the problem before anyone replied, but my internet went dead.
